Martin Harvey
Lead Negotiator EU-NZ FTA, Trade and Economic Group, Ministry of Foreign Affairs & Trade

 

Martin Harvey took up his appointment as Lead Negotiator in the Trade and Economic Group in April 2017. He is currently responsible for New Zealand’s FTA with the European Union and with the Gulf Cooperation Council.

Mr Harvey joined the Ministry of Foreign Affairs in 1984 and has served in Canberra, in Geneva as New Zealand Deputy Permanent Representative to the World Trade Organisation (WTO), and as New Zealand High Commissioner to Singapore from 2008 to 2010. From 2010 to 2012, he was Director of the Europe Division, and from 2012 to 2017 he was Divisional Manager for Trade Negotiations.

Mr Harvey has worked extensively in the area of trade policy, including Closer Economic Relations (CER) with Australia, the GATT Uruguay Round of trade negotiations, the WTO, EU trade relations and more recently on a range of free trade agreement negotiations. From 2004 to 2007, Mr Harvey was lead negotiator for New Zealand’s FTAs with ASEAN and Malaysia, and he also led negotiations with the Gulf Cooperation Counci (GCC) from 2007 to their conclusion in October 2009. From 2012-14, he was lead negotiator for the Korea-New Zealand FTA.

Mr Harvey has also been seconded to the Australian Department of Foreign Affairs, Victoria University’s Institute of Policy Studies and to the Department of the Prime Minister and Cabinet to work on climate change issues, including New Zealand’s ratification of the Kyoto Protocol. He was a senior manager in the New Zealand Climate Change Office of the Ministry for the Environment from 2003 to 2004.

 

John Riley
Unit Manager, Trade Policy Engagement Unit, Ministry of Foreign Affairs & Trade

 

John heads the newly-established Trade Policy Engagement Unit tasked with helping the government respond to New Zealanders’ concerns and interests on trade agreements.  Since joining the Ministry of Foreign Affairs & Trade in 2000, John’s assignments have included a four-year stint within the Trade Negotiations Division where he worked on tariff negotiations both in the context of Non-agricultural Market Access in the WTO Doha Round and several of New Zealand’s FTAs.  He has also completed a diplomatic posting in London and two postings in Seoul.  John speaks Te Reo Māori and Korean fluently.
